Pretty dress but not for me

I ordered this dress in my usual size and it was a bit tight on me through the hips. So I returned it and ordered a bigger size, which was also tight. The dress is pretty but did not fit me very well. Also, the empire hemline seemed to accentuate my mid-section, rather than having its usual effect. Also I did not care for the neckline, as it wasn't flattering. The dress' colors are pretty though..
